The Failure of the 28-Article Ceasefire Plan for Ukraine: Why Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the crisis sparked by the introduction of a new comprehensive peace framework for ending the war appeared – temporarily – to have been contained. A American diplomat spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its retaliation: a renewed assault of missile and drone strikes on Kyiv.

The Pattern of Diplomacy and Destruction

The succession of opposing developments captured the harsh reality of the outgoing year. By day, diplomatic battles are waged: optimistic declarations are delivered from various governments. Immense energy is expended on restraining specific proposals. By night, the Kremlin clearly shows the world that, for them, war remains the main instrument for achieving "peace".

Nighttime Reality

As the offensive developed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was exposed. Ukraine is capable of detecting projectile deployments from enemy soil, a capacity provided through timely intelligence. From observation points, military aircraft that had been dispatched to engage hostile cruise missiles roared overhead – advanced fighter aircraft delivered to Ukraine by European allies.

Shortly after, Kyiv's anti-aircraft weapons activated: multiple launches deployed against a hostile projectile. This was a sophisticated defense system at work, presumably delivered by partner states. Every deployment creates sudden vibrations, causing tremors. The instant of fear quickly transforms into resigned acknowledgment: perhaps the incoming missile won't cause damage this time, preventing destruction from ruin and additional electricity failures.

Continuous Dangers

Following this, a automatic firearm fired at a aerial vehicle close by, part of a defensive team – most likely Western-made equipment. Regrettably, the bullets missed the hostile drone – it continued its flight toward its destination.

Intermittently, this carried on until dawn. Kyiv awoke to the early updates: several casualties, damage and heating outages in numerous residences as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – living the war. But those 24 hours demonstrated Ukraine's essential dependence on Western support – a reliance that regional partners are demonstrably unable to fill in the immediate future.

Ineffective Peace Efforts

The detailed framework from US administration sparked intense emotion, controversy and deep concern – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have seen this script before, after prior negotiation attempts and multilateral gatherings.

Every new initiative from Washington adheres to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually secure success. This cycle will, no doubt, endure.

Tactical Assessments

It is convenient to criticize certain parties of consistently pushing Moscow's conditions. But that does not seem to be the complete picture. American leadership works based on a assumption understood by experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The American government assumes that it is unfeasible to pressure the Kremlin to surrender the areas that it already controls in Ukraine's southern or eastern regions.

The challenge is that while recognising this factual reality, US leadership does little to prevent Kremlin actions, through diplomacy or military means, from assuming that the situation will not change more in its benefit in the months ahead.

Opposing Positions

Therefore, Moscow is convinced that time is on his side – that Ukraine and its allies are coming close to fatigue. Their incentive to agree to terms that does not give them the greatest potential benefit is almost completely absent. There may be numerous efforts to end hostilities, but they will continue as long as Russia's leader remains completely certain in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, progressively conceding lives and land but avoiding a total frontline collapse until circumstances change in its benefit.

Present Conditions

Realistically, there are no actual prerequisites for a ceasefire. Now, personal considerations are becoming relevant: political desires to negotiate peace and achieve global acclaim, and Ukrainian leadership's dual difficulties – on one hand, not to distance important partners, and on the other, to mobilize citizens around the country's interests against any initiative Kyiv finds unworkable, so that their focus does not switch to domestic problems. And although their mission will now be considerably more difficult after recent developments, it remains highly unlikely that this will alter their fundamental strategy.

These two forces are driving the talks.

Assessment and Future

It took a only one week to terminate the 28 points of the latest plan. Assertive and inconsistent approach of the matter by Washington, pushback by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, current information leaks, all served their function.

While new proposals based on established approaches are approaching, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are based on Russian demands and demonstrate particular unwillingness to change the course of events, if they remain united and improve their protective measures at a much faster pace. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, largely rely on continued Western support.
