Encroaching Deforestation

The planned vast reserve remains without official demarcation, as mandated by law. It is considered the largest unprotected forest in Brazil that is home to communities in voluntary isolation.

Immediately beyond the proposed borders, the landscape changes dramatically. The land is scorched for cattle grazing. Fences and gates are being erected, and logging tracks are pushing further into the remaining woodland.

Following the expedition, a senior official for territorial protection vowed to finalize the demarcation. “We are employing every available means to guarantee that the Kawahiva land gets official status,” the official stated.

Financial Obstacles and Growing Threats

Physical demarcation of the vast territory involves installing boundary posts. This is seen as a crucial action to convince outside interests that the government is serious about protection. However, the work is on hold.

Money has been a major stumbling block. Initial plans to use environmental mitigation money from a highway project did not materialize. The agency has since sought other sources.

It has now engaged a research center. “It’s a technical partnership that we’ve previously implemented,” explained an official. “The fieldwork is planned to begin in early 2026.”

The institute confirmed that talks were advanced but did not provide a timeline.

Complicating everything is what officials term a “volatile condition in the region,” which is expected to require an armed police presence during any demarcation work.

Hostile Actors

He is allegedly charged with several offenses, including charges related to the violent assault on the agent. “Activities are blocked because of this guy,” the man said in the recording.

A Closing Window

Anthropologists and rights advocates point out that it has been over two decades since the existence of the Kawahiva community was documented. “In all these years, land-grabbers have fought against the land declaration in court,” noted one expert.

They raise a disturbing possibility: that the ongoing stalling is a deliberate political tactic rather than a procedural one. This leads to apprehension that demarcation may not happen even in the next administration.

The electoral calendar adds urgency. Many believe that 2026 represents the final opportunity for this demarcation effort to be realized, before a potential administration change could halt all Indigenous land demarcation, as has happened before.

The supreme court directive was the result of a case filed by a national Indigenous organization. The court recognized the “danger of eradication, food insecurity, and acculturation” facing the community.

A lawyer involved described the process as “at a standstill,” with the court waiting for action. The consequences of delay are stark. “It is also extremely dangerous and threatens the survival of the vulnerable tribe,” warned a representative from an rights organization.
