United Nations Council Endorses the US Gaza Strip Peace Plan
The global body has voted to endorse proposals put forward by Donald Trump for achieving a lasting peace in Gaza, featuring the stationing of an global peacekeeping force and a possible avenue to a Palestinian statehood.
Broad Backing with Notable Absent Votes
The resolution was adopted by a tally of thirteen supporting, with China and Russia choosing not to vote. Washington's diplomat Mike Waltz told the international body that it mapped “a different path in the Middle East for both sides and all the people of the region alike”.
Compromise Phrasing on Palestinian Statehood
The inclusion of references to an sovereign Palestinian state was the trade-off the US agreed to for backing from the Muslim nations, who are expected to contribute security forces for the international stabilisation force (ISF).
“Interim measures that we start today must be executed in following international law and respecting Palestinian sovereignty,” James Kariuki declared.
Government Objection Continues
Nevertheless, on the eve of the council decision, leader the Israeli leader restated his administration's adamant opposition to the formation of a sovereign Palestine, creating uncertainty on whether Israel will accept the implementation of the Council-backed plan.
Central Components of the Resolution
- Swift elimination of ongoing restrictions on assistance into the strip
- Formation of an international stabilisation force
- Moves towards reconstruction and a potential “route to Palestinian independence and sovereignty”
Vague Language and Conditions
The inclusion to independence was a negotiated inclusion to an initial US draft which excluded it. However the wording is vague and dependent, promising only that once the Palestinian leadership has undergone changes and the reconstruction of the territory is under way, “the conditions may ultimately be in readiness for a feasible course to Palestinian independence and statehood.”
Global Reaction
The wording fell far short of the firm commitment to the creation of a Palestinian state next to Israel desired by Arab countries, as well as European delegates, but in speeches to the chamber after the vote, envoys from those countries said they were ready to support the settlement in the interests of extending the ongoing cessation of hostilities and prompt actions to assist and secure the 2.2 million Palestinian people in the strip.
“Algeria has eventually decided to support of this text, a resolution that we back its core objective, namely the preservation of the truce and the creation of situations enabling the Palestinian population to assert their basic entitlements to independence and statehood,” Algeria's representative announced.
Execution Hurdles
The proposal grants overall oversight authority to a “stabilisation committee” led by Trump, but of unspecified participants. The group has to inform the UN but it is not obligated by the preferences of the United Nations or by the Palestinian Authority.
It also calls for the establishment of a specialized Palestinian group that is supposed to run day-to-day governance of the territory and the distribution of aid, but it is highly uncertain who would be involved.
Stabilisation Team Authority
The authority of the international stabilisation force gives it authority to remove and dissolve fighting factions in the strip, but it is highly uncertain that would-be troop contributors would be willing to confront such organizations. None of the states has to date agreed to contributing forces.
Additionally the criteria for modification of Palestinian leadership, the precondition towards steps to Palestinian statehood, have been unclear.
European officials said they viewed it as pressing that the members of the expert panel to provide utilities was determined as promptly.
